Transforming Morocco into a country where citizens would be protected by universal health coverage is the challenge that law 06-22 gives itself. As a law of universal application, its objective – to ensure access to care for every citizen, including employees, job seekers, people with disabilities and/or self-employed, and citizens from rural backgrounds. To this end, it plans to have access to quality care for the poorest citizens through improved health infrastructure and through the expansion of coverage of the Compulsory Health Insurance (AMO).
However, this law may have difficulty in being enforced for several reasons. First, funding forcoverage may not be sufficient because of the high reliance on government contributions and funds. In particular, domestic suffering and inequality due to lack of access to certain types of structural care services is also a major issue, especially in remote areas. Finally, an important aspect will be the governance and relationship of the multitude of axes that make up the health system, in terms of care, and the coordination of various actors for resource management.
The effectiveness of Law 06-22 will depend on managing these challenges and mobilizing the necessary resources to ensure universal and equitable health coverage for all Moroccan citizens
