Abstract

This article undertakes an in-depth analysis of digital transformation within public organizations, highlighting the imperative of alignment between organizational processes and information systems for significant performance improvement. Through the examination of various theoretical approaches such as new public management, strategic alignment, general systems theory, and change management, it explores the theoretical foundations underpinning this transformation. The study underscores the growing evolution of digital transformation within the context of public organizations, as well as the urgent need for seamless integration of information systems to effectively support business strategy and maximize organizational performance. Indeed, organic alignment between operational processes and information systems is identified as a crucial element in ensuring optimal performance. By adopting a constructivist approach, the study draws on the perspectives of twenty practitioners directly involved in implementing electronic document archiving systems and transitioning from traditional document management to digitizing processes within the programming and public procurement service of the Mohammed VI University Hospital Center in Oujda. The conclusions drawn highlight the positive impact of organic alignment on organizational performance, particularly through seamless integration of the information system into business processes. This integration has not only facilitated better circulation and increased reliability of information but has also contributed to more informed and efficient decision-making within the organization.
