Abstract

Public management reform in Morocco dates back to 1998 with the introduction of a good governance pact. Since then, successive reforms have taken place in the public sector. This recognition of the need for large-scale changes within Moroccan public enterprises and institutions has led to the implementation of various government measures.

This article aims to present the determinants of public management modernization through the case of a Moroccan public enterprise.

This study employs a qualitative approach based on a single case study. The data, derived from semi-structured interviews, are analysed using an abductive approach from a constructivist perspective.

The empirical results show that public management requires the establishment of several conditions, which are considered key determinants for the success of this modernization project. These include an approach complementary to budgetary management, autonomy and accountability, internal governance, an iterative management cycle, a cost-conscious culture, results-oriented management, and a motivating compensation policy, among others
